Revised UGC pay scales to college & university teachers in India

After more than two months of submission of the report by 6 PRC Chairman, Smt. D. Purandeswari, Minister of State in the Ministry of Human Resource Development announced approval of government to Pay Scales of Teachers in Universities and Colleges . The Committee submitted its report to the University Grants Commission on 3rd October, 2008 and the UGC furnished its recommendations on 10th October, 2008. An Empowered Committee was constituted on 10th October, 2008 and based on its recommendations, the proposals formulated by the Ministry were considered by a Committee of Secretaries in its meeting held on 5th December, 2008. Cabinet approved the pay proposals on 15th December, 2008. Highlights of the Sixth Pay Commission's recommendations

Pay substantially hiked by an average 40 per cent. Revised pay to be effective from January 1, 2006. To cost exchequer Rs 12,561 cr in 2008-09. Additional one-time burden of Rs 18,060 cr toward arrears. Minimum entry level pay Rs 6,660; Cabinet Secretary to get Rs 90,000. Market driven compensation for young scientists & special posts. Contract appointment for select posts requiring high skills. Current age of 60 for superannuation to be maintained. No exceptions barring scientists & medical specialists. Number of grades reduced to 20 against prevailing 35. Existing parity between IAS and IFS to be maintained. Defence forces at par with civilians in pay and grades. Rs 6,000 allowance a month for officers up to Brigadier rank. Five-day work week to continue; only 3 national holidays allowed. Other gazetted holiday to go, adjusted in restricted holiday.

The jump in pay is expected to be upwards of 30 per cent after taxes. The system of four Pay Bands with 20 Grade Pays recommended by the commission has been accepted. The median salary for central government employees in India currently stands at Rs 250,092 per annum, while that of private sector companies at Rs 408,605. It is expected that the figure for government employees will rise to Rs 352,611 — which would leave a small gap of Rs 50,000 compared to the private sector. However, as in the past, post pay commission most private sector companies revise their pay scales upwards which further increases this ever widening gap.
